weather third week of september

hi what kind of weather can we expect third week of september. would the sea be still warm

It's hard to answer your question as weather is difficult to predict.  We have been to Arillas at varying times of the year, including September and the sea temperature depends a lot on the prevailing winds prior to your visit.  We still seem able to spend a fair amount of time on the beach when we go in September.
One thing I would be prepared for is a thunderstorm.  Each time we've been in September we have had thunderstorms which can affect the electricity supply and bring mud from the hills down on to the roads.  We've never let it spoil our holiday, though.

we went the last week in September in 2013 and had great weather apart from the last day when we were leaving and it was raining. The sea was really warm having had all summer to warm up.  We were pleasantly surprised how hot the weather was. Just need a cardigan or jumper late at night. The downside for me was how early it got dark.
